چکیده

Protecting a harbor against intentional and accidental threats is extremely difficult. Harbors are not closed systems. Rather, they are focal points for the movement of people and cargo, both in land and on water. As such, threats can arise from many sources that range from the smuggling of illegal and dangerous goods to the placement of mines to damage or destroy shipping. To detect the many different types of threats, a harbor must be monitored by multiple sensing systems with different sensing modalities. To be practical, such a large sensing system must be cost effective to install, can be readily upgraded, and should be robust to sensor and communication failures. In this chapter we discuss the role that distributed data fusion can play in harbor protection. We define and discuss distributed data fusion algorithms and illustrate how they could be used in port surveillance and Maritime Domain Awareness applications.

The Challenge of Scalable and Distributed Fusion of Disparate Sources of Information

A key enabler for Network Centric Warfare (NCW) is a sensor network that can collect and fuse vast amounts of disparate and complementary information from sensors that are geographically dispersed throughout the battlespace. This information will lead to better situation awareness so that commanders will be able to act faster and more effectively. However, these benefits are possible only if th...

Ports Security Organization and Functionality - Implementation of the ISPS Code in Medium and Small Countries

The paper deals with the implementation of security measures in small to medium developing countries. Based on Croatian experience, it examines possibilit ies for efficiently combining security measures that should be implemented in SOLAS ships and ISPS compliant ports with those appropriate to non-SOLAS ships and ports where measures defined in the ISPS Code are not mandatory. Finally, it exam...

Distributed Maritime Situation Picture Production and Data Fusion

By automating and supporting the picture production process and improving the quality of situation pictures, data fusion has become an important aid in military surveillance. Recognised Maritime Picture (RMP) production is inherently a distributed process, and effective information exchange protocols are a supplementary aid to data fusion. This paper focuses on situation pictures supporting mar...

SMARTracIn -- A concept for spoof resistant tracking of vessels and detection of adverse intentions

The aim of maritime surveillance systems is to detect threats early enough to take appropriate actions. We present the results of a study on maritime domain awareness performed during the fall of 2008. We analyze an identified capability gap of worldwide surveillance in the maritime domain, and report from a user workshop addressing the identified gap. We describe a SMARTracIn concept system th...
